As a leader in chaotic times, strike a balance between policy, resources, warfare, and law. Govern your city, weigh conflicting counsel, contend with rival warlords, and make decisions that can bend history itself. The "Shadows" in the title echoes the Chinese character「阴」(Yin: shadow, occult, eerie), reflecting the unsettling folklore beneath the world and its story. The main campaign remains grounded in historical strategy: ordinary decrees and battles are not supernatural. Occult investigations are optional side stories, pursued only if you choose to follow them.
